Position Summary:
The incumbent is responsible for assisting with a variety of duties related to the establishment and administration of contracts and contract related agreements. Contracts include firm fixed price and cost type which frequently require special handling provisions or other specialized terms and conditions.
* During the pre-award stage, the incumbent is responsible for assisting the Manager of Contracts Administration with reviewing solicitation/agreement packages and providing review comments and recommendations regarding those terms and conditions which define the firm’s responsibility and impact performance after award.
* May be required to review Nondisclosure/Confidentiality Agreements and Strategic Alliance Teaming Agreements, makes recommendations to the Manager of Contracts Administration regarding the acceptance of terms and conditions and recommend language for inclusion that supports the unique requirements of individual agreements.
* Responds to all customer inquiries. Coordinates responses to contract change requests. Provides the timely submission of federally required reporting. Provides interpretation of contract terms and conditions based on statue and federal and agency regulations and guidelines.
* Review agreements and contractual documents to assess risks to the organization. Advise upper management of possible risks and recommend mitigation actions.
* Aids the Manager of Contracts Administration in the development of policies and procedures, which will insure conservation, and effective use of company resources and compliance with federal, state and local laws and regulations.
* Audit actions of outlying offices to determine compliance with company policy and federal statute and regulation. Report negative findings; develop and present corrective action plan to upper management.
* Examine, evaluate, and investigate eligibility for or conformity with laws and regulations governing contract compliance of licenses and permits, and other compliance and enforcement inspection activities.
* Performs commonly used contracting methods and contract types related to pre-award, post-award and/or price/cost analysis functions to perform well defined and precedent contract actions.
* Analyzes business practices and market conditions to evaluate bid responsiveness, contractor responsibility and contractor performance.
* Presents factual information, composes memoranda, minutes and reports, and drafts contract provisions and supporting documents.
* Plans and carries out recurring work using established procedures, conferring with the Manager of Contracts Administration as necessary on technical problems.
* May be required to create and maintain organizational systems for contracts, intellectual property and corporate governance.
* Assists with resolving routine legal issues and questions on contractual issues.
Requirements

* Knowledge of, and experience with, Federal and agency contracting laws, regulations, principles and procedures, and methods of contracting applicable to pre-award and post award actions sufficient to aid in responding to solicitations and administering contracts.
* Knowledge of a variety of fixed-price and cost contract types and methods pertinent to ordinary contracting actions.
* Typically requires a BS degree in Business with a minimum of 2 years of business experience or equivalent direct experience. Requires a high level of competency with Microsoft Word and Excel. Familiarity with Deltek is a plus.
