Position Description The Director of Contracts is responsible for developing and providing management oversight for the administration and execution of complex government contracts and subcontracts. Oversees the Contracts Department in the Technical Services Business Unit.
?Oversees and directs the work of employees in the Contracts Department ?Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications. ?Works with Project Managers to properly implement contract requirements ?Assesses existing contracts to maintain profitability ?Develops teaming agreements and prepares complex requests for proposals. ?Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure. ?Manages contract change control process. Develops negotiation strategy and leads negotiation team on complex contractual issues. ?Analyzes new law, regulation and contract trends for potential impact on business unit goals and objectives and functions as domain expert on selected areas and issues. ?Serves as focal point for all communication with law, finance and business team disciplines for resolution of contract issues and disputes. May assist in new business pursuit and associated contract strategy. ?Ensures internal contractual compliance with the terms and conditions of the contract and designated management objectives ?Negotiates contracts and subcontracts, including price, terms, and conditions, and reviews subsequent contractual documents for legal sufficiency ?Interfaces with Government Contracting Officer ?Supports accounting billing issues ?Reviews and assists with requests for proposals ?Reviews and approves solicited and unsolicited proposals for submission to customers including change order pricing and REA?s ?Identify and communicate potential and real exposure risks to Senior Leadership Team ?Formulates and negotiates contract or subcontract proposal modifications ?Assists in identification, development and implementation of new contract policy and processes. Makes recommendations regarding contracts implementation ?Overseas communications of pertinent contract instructions to responsible organizations ?Manages contract brief for the corporate support file ?Supports other departments, such as HR, IT and Accounting as needed
Position Requirements ?10+ years of related experience in contracts administration of US Government Services ?Bachelor?s degree in Business Administration or related field ?Advanced knowledge of the practices, procedures and processed involved in contracts administration ?Advanced knowledge of relevant laws, regulations, terms, conditions and policies governing assigned contracts including FAR, DFAR and CAS ?Demonstrated effective communication skills ?Experience in contract administration systems in support of a corporate office ?Experience with union contracts and SCA contracts (including Walsh Healey and Davis Bacon Acts) ?Excellent communication skills ?Must be able to obtain a security clearance
